Hywel Dda University Health Board (HdUHB) wishes to commission an artist to create a bespoke piece of art that honours the incredible efforts of healthcare staff
and volunteers working right across the Hywel Dda region throughout the COVID 19 pandemic and celebrates the success of the Vaccination Programme across Hywel Dda.

The piece of art will need to incorporate thousands of plastic lids collected from the tops of the vaccination vials by NHS Vaccination staff and volunteers across the Vaccination Centres in Hywel Dda and is made possible thanks to funding from Hywel Dda Charities.

The artwork must express the themes of hope, togetherness, community, freedom, light and life to reflect the experiences of healthcare staff and volunteers working across Hywel Dda.  The artwork must have the potential to last and be durable and robust enough to withstand touring around Hywel Dda healthcare sites. Proposals for outdoor art are welcome.


We hope that the art work will act as “A permanent visual reminder of a difficult time in our history that can celebrate how together we worked to support each other and bring hope for better times ahead” Vaccination volunteer

Selection
A shortlisting panel of healthcare professionals will help create a shortlist of artist proposals which will then be shared with healthcare staff and volunteers across
Hywel Dda via a polling system for the ‘NHS staff choice’ to be selected.  Deadline: Sunday 26th February 2023

Who? We are looking for professional visual artists, sculptors, makers and designers who are interested in the themes mentioned and can produce a bespoke piece of work from the plastic generated by the vaccination programme.

Equality:
We are keen to commission artists based in Wales. We particularly keen to hear from artists from culturally and ethnically diverse backgrounds as well as D/deaf,
disabled and neuro divergent artists.


Artwork will need to comply with Equalities and Welsh Language Requirements and be designed to be accessible to all.

Artist Fee: £5500 - Including all associated costs such as fabrication, materials and
installation.

Materials:
The artists will receive the plastic in the form of plastic lids. At least 6.5 kilos of plastic lids have been collected across the health board. See more detail below.

Availability /Timeline:
The project will need to be delivered between February 2023 and July 2023, exact dates to be confirmed with successful applicants.

Eligibility

In order to be eligible to apply you will need to be a Wales based artist or arts
organisation working in one of the Arts Council of Wales’ recognised art forms listed

Full Artist Brief:
We are looking for expressions of interest and outline proposals of artwork that:
• Provide a permanent memorial and legacy of the incredible efforts of healthcare staff working across Hywel Dda in the delivery of the COVID 19
Vaccination Programme
• Commemorate the extraordinary experience of healthcare staff and local communities during Covid 19, and recognise front line workers who put
communities’ lives first.
• Provide an opportunity to help mark, celebrate, commemorate, remember and reflect upon the incredible contribution made by healthcare staff and
volunteers.
• Reflect the themes of hope, togetherness, community and freedom that the vaccination programme has become to be known for.
• Is made from at least 6.5kilos of plastic generated by the vaccination programme and collected by Hywel Dda Vaccination staff.
• Tell the story of the pandemic for future generations and provides a catalyst for conversation for patients, staff and families now and in the future.
• Capture the social solidarity and support our community gave to each other with every vaccination received

Context:
Healthcare Staff have been working incredibly hard right across the Hywel Dda region throughout the pandemic and vaccination programme to deliver covid
vaccines during unprecedented times. They have delivered the largest vaccination programme the NHS has ever seen for our community here in the Hywel Dda UHB area. The successful delivery of vaccination programme has been a key milestone in the course of the pandemic as the vaccine continues to be the best way to prevent serious illness and the spread of COVID-19.

The proposed project will honour the huge effort and sacrifice made by healthcare staff and volunteers working across Hywel Dda throughout the Covid pandemic. It is a small mark of respect and a gesture of goodwill to say Thank you for the enormous contribution made by healthcare staff in the fight against covid.

We hope that the art work will:
• Act as “A permanent visual reminder of a difficult time in our history that can celebrate how together we worked to support each other and bring hope for
better times ahead” Vaccination volunteer
• Benefit staff wellbeing and morale by marking health care staff and volunteer’s incredible contribution”
• Improve a number of healthcare environments for the benefit of patients and their families.
• Promote the principles of recycling and reusing just some of the plastic created in the fight against COVID 19.
• Help to provide the context for a site/place for quiet contemplation to remember the efforts of Hywel Dda staff and lives lost.
• Engage with staff across the health board and help to achieve Hywel Dda’s efforts to nurture a culture of appreciation
• Contribute to patient welfare by enhancing the healthcare environments in which it is located

Fees:
Artist Fee: £5500 (Inclusive of all costs, creation, materials, fabrication and
transportation VAT, travel expenses, materials and access costs.)

All marketing and publicity costs will be covered by the Hywel Dda Arts in Health
Team.

A payment schedule will be agreed on commencement of contract.

How to apply?
Please apply to Kathryn.lambert@wales.nhs.uk  by sending your Expression of
Interest of no more than 1 side of A4 outlining your suggested proposal and how it
meets the requirements of the brief.
Please include the following:
• An outline concept: A short description of your approach and potential artwork (In up to 400 words)
• A visual – Due to the nature of the selection process, we are asking for a visual to be submitted, either as an example of past work or your suggested
artwork/design for inclusion the staff vote polling process.
• Evidence of past work: A website link to previous examples of your work and CV including evidence of public art work.
• Proposed timeline and budget
Please note, your proposal will be used for sharing with the healthcare professionals to vote upon so please make your proposal as clear and engaging as possible.


Selection criteria:
Successful applicants will be selected through demonstration of their aptitude
against the following criteria:
• Quality of the proposal and creative response to the brief
• Artistic quality (Innovation, appropriateness, originality, relevance)
• Experience – of creating artwork for the public realm
• Eligibility (Pass relevant checks with regards to policies and procedures)
• Deliverability (Project plan and capacity to deliver).
• Value for money


The ‘NHS staff choice’
A shortlist of artists will be selected by a shortlisting panel of healthcare staff and then shared with the wider staff network via a polling system.
The final selected artist will be chosen by Healthcare staff and volunteers working in the Hywel Dda region. The shortlisting panel is made up of staff and service users from the Mass Vaccination programmes, infection control team, estates, spiritual care, staff
psychological wellbeing, pharmacies, primary care and the long covid service.

Materials:
Plastic lids from the plastic vials collected from vaccination tubes across Hywel Dda
UHB. They are purple, red, orange and blue vials with a metal core of ranging sizes
as follows:


Total Amount: 6.5-7 kilos of plastic lids (with metal core)
• Purple lids – 4.2 kilos (Pfizer)
• Large red lids – 2.3 kilos (10 pence piece sized) (Moderna)
• Small numbers of the following:
• Small red lids – (Astra Zeneca)
• Small orange lids – (Paediatric Pfizer)
• Blue lids – (New Moderna – Autumn Booster)
• Grey lids – (New bivalent Pfizer – Autumn Booster)
